العوامل المؤثرة في استخدام نظم المعلومات الإدارية في الحكومة الالكترونية وأثرها على الأداء الوظيفي من وجهة نظر العاملين في القطاع الحكومي

هدفت هذه الدراسة إلى التعرف على العوامل المؤثرة في استخدام نظم المعلومات الإدارية في الحكومة الالكترونية (البشرية،التكنولوجية،التنظيمية، المالية) وأثرها في الأداء الوظيفي(الشفافية، الاستجابة) من وجهة نظر العاملين في القطاع الحكومي الأردني(وزارة المالية، دائرة العطاءات الحكومية، ضريبة الدخل،الأراضي والمساحة والدائرة العامة للجمارك)، ولتحقيق أهداف الدراسة تم تطوير استبانة لغرض جمع البيانات، واستخدمت الرزمة الإحصائية للعلوم الاجتماعية (SPSS.16.1) لتحليل بيانات الاستبانة، وقد توصلت الدراسة إلى مجموعة من النتائج كان أبرزها:
أشارت النتائج إلى أن مستوى تصورات أفراد عينة الدراسة في كل من (وزارة المالية، دائرة العطاءات الحكومية، ضريبة الدخل، الأراضي والمساحة والدائرة العامة للجمارك) للعوامل المؤثرة في استخدام نظم المعلومات الإدارية في الحكومة الالكترونية، قد جاءت بدرجة متوسطة، فقد احتلت العوامل التكنولوجية أعلى درجة وبتقدير متوسط، يليها بالمرتبة الثانية العوامل الإدارية بتقدير متوسط، يليها البشرية وبتقدير متوسط، حصلت العوامل المالية على أقل مستوى وبتقدير متوسط. كما دلت النتائج إلى أن مستوى تصورات أفراد عينة الدراسة لكل من الشفافية والاستجابة قد جاءت بدرجة متوسطة، فقد حصلا على مستوى متقارب بمتوسط حسابي (3.37، 3.38)، وأشارت النتائج إلى أن هناك أثر للعوامل (البشرية، والتكنولوجية،التنظيمية، المالية) لاستخدامات نظم المعلومات الإدارية السائدة في (وزارة المالية، دائرة العطاءات الحكومية، ضريبة الدخل، الأراضي والمساحة والدائرة العامة للجمارك) وان هناك أثر للعوامل (البشرية، والتكنولوجية،التنظيمية،المالية) لاستخدامات نظم المعلومات الإدارية في تعزيز مبدأ الاستجابة لهذه المؤسسات.
في ضوء ما تم التوصل إليه من نتائج فإن الدراسة توصي بعدة توصيات، وكان أهمها العمل على زيادة استخدام وسائل التدريب الالكترونية لتطوير قدرات العاملين وتحسين أدائهم، إجراء التحسين المستمر لوسائل التقنيات المعلوماتية وشبكات الاتصال والأجهزة داخل هذه المؤسسات من تحديث الأجهزة المستخدمة بما يتوافق مع متطلبات عمل الحكومة الالكترونية لإتمام العمليات الالكترونية، توفير التمويل المناسب لزيادة قدرة المؤسسات على دعم كفاءة الموقع الالكتروني للدائرة لتقديم خدمات الكترونية ذات بجودة عاليةالعمل على إيجاد بنية تنظيمية حديثة ومرنة،أفقية وعمودية باتصالاتها تعمل على زيادة مرونة الهيكل التنظيمي للمديريات لاستيعاب إدخال التقنيات الحديثة في العمل.
Abstract
Factors influencing the use of management information systems in e-government and
its impact on functional performance from the perspective of workers in the public sector

This study aimed to identify the factors affecting the use of management information systems in e-government (epidermal, technological,organizational, financial) and their impact on functional performance (transparency, response) from the perspective of workers in the Jordanian government sector (Ministry of Finance, Government Tenders Department, income tax, land and space and PES of Customs), and to achieve the objectives of the study questionnaire was developed for the purpose of data collection, and the statistical Package for Social Sciences (SPSS.16.1) is used for the analysis of questionnaire data, the study found a range of results, most notably:
The results indicated that perceptions of a sample level personnel of the study in each of the (Ministry of Finance, Government Tenders Department, income tax, land and space and PES Customs) of the factors influencing the use of management information systems in e-government, has come to a fair degree, and technological factors ranked the highest degree with an average grade, followed in the second place the administrative factors with an average grade,after that comes the epidermal with an average grade, and the financial factors obtained the lowest level with an average grade. The results showed that the perceptions of the study sample for each of the transparency and the level of response has come to a fair degree, he got on a tight level of a mean (3.37, 3.38), and the results indicated that there is a trace of the following factors: (epidermal, technological, organizational and financial) that uses management Information prevailing systems (Ministry of Finance, government Tenders Department, income tax, land and space and PES Customs).also, there is an impact of the factors (epidermal, technological, organizational, and financial) of the uses of management information systems in strengthening the principle of responding to these institutions.
In focus of what has been reached to from the results of the study commands a number of recommendations,and the most important thing was working on increasing the use of electronic training to develop the capacity of workers and improve their performance, a continuous improvement of the means of informational technologies and communication networks and devices within these institutions updating the devices used in accordance to the work requirements of the e-government to complete the electronic transactions, provide adequate funding to increase the capacity of the institutions to support the efficiency of the electronic website in the department to provide high-quality electronic services on creating a modern and flexible organizational structure, horizontal and vertical in its contacts working to increase the flexibility of the organizational structure of the departments to accommodate inserting the modern techniques in work.
