العلاقات المصرية الأمريكية في الفترة (2001-2010)

هدفت الدراسة إلى التعرّف على طبيعة العلاقات المصرية الأمريكية في الفترة (2001-2010) وذلك من خلال رصد وتحليل كافّة جوانب هذه العلاقات من محدّدات ومتغيّرات، حيث أنّ هذه الفترة شهدت العديد من القضايا الهامّة عربيّاً وإقليميّاً ودوليّاً، فكان لا بدّ لكلا الطرفين من مواجهة هذه القضايا والمتغيرات وإيجاد الحلول المناسبة لها بما يتناسب وتطلعاته لتحقيق مصالحه وأهدافه، وبما لا يتعارض مع طبيعة العلاقة الإستراتيجية بين البلدين.
قام الباحث بتسليط الضوء على عدة موضوعات أبرزها: آليات صنع القرار السياسي الخارجي في كلا البلدين، التطور التاريخي للعلاقات بين البلدين مع التركيز على الفترة التي تلت الحكم الملكي في مصر، محدّدات العلاقات بين البلدين ضمن المستويات السياسية- الاقتصادية- العسكرية والأمنية، ثم متغيّرات العلاقات بين البلدين والتي تشمل القضايا والملفات العربية والإقليمية والدولية. بيّنت الدراسة أن العلاقات بين البلدين هي علاقات متجذّرة ومتشعّبة لا تهتمّ بمسار العلاقات الثنائية فحسب، ولذلك فهي لم تصل إلى حدّ الانقطاع أو الانغلاق في ظلّ حدوث التوتر والاختلاف بين الطرفين في فترات، كما أنها لم تصل إلى حدّ الانفتاح الشامل في ظل التواصل أو الاتفاق في فترات أخرى.
توصّلت الدراسة إلى العديد من النتائج أبرزها ما يتعلّق بمجالات الاختلاف والاتفاق في العلاقات الثنائية بين البلدين، فكان مجال الاختلاف يتمحور حول الأمور السياسية المتعلّقة بالداخل المصري كقضية الإصلاح السياسي، في حين أنّ مجال التوافق تمثّل بالتعاون العسكري والأمني والذي بقي صامداً ومستمراً رغم وجود الخلافات السياسية.
Abstract
The Egyptian – American Relations in the period (2001-2010)

This study aimed to identify the nature of the Egyptian – American relations in the period (2001- 2010) through monitoring and analyzing of all aspects of these relationships in respect to determinants and variables, where that this period witnessed many important issues on the Arabian, regional and international levels, then the two parties had to encounter these issues and variables to find the appropriate solutions suitable to their aspirations to achieve the interests and goals in a manner consistent with the nature of the strategic relationships between the two countries.
The researcher highlights on several topics, the most important of them: The machineries of foreign political decision – making in both countries, the historical development of the relationships between the two countries with the focus on the period that followed the monarchy reign in Egypt, the determinants of the relationships between the two countries within the political, economic, military and security levels, as well as the variables that may effect the relationships between the two countries which include the issues and files of the Arabian, regional and international aspects.
The study showed that the relationships between the two countries are rooted and diversed and do not only interest the bilateral relationships, thus they do not amount to the limit of cessation or isolation under the occurrence of tension and disagreement between the two countries in some periods, furthermore, the relationships between the two countries do not amount to the limit of overall openness under calm and agreement in other periods.
The study reached several results, the most important are these related to disagreement and agreement in the bilateral relationships between the two countries, the disagreement aspect centered round the political matters related to the Egyptian internal affairs such as the political reform, while it is represented in agreement aspect by the military and security cooperation the continues and persists despite the political disagreement.
